This is a 1:6 Scale, 12 Inch Action Figure Accessory
As Is - This one has a factory defect under his chin where it looks like the plastic was still wet when pulled from the mold leaving a swirled melted mark. SEE ADDITIONAL PICTURE. The blob of plastic would need to be removed, probably sanded and repainted. Looking at the face directly, it looks find, but the mark is very obvious otherwise.
